1. Combine water and sugar in a pot and bring to a simmer.
2. Add toasted cinnamon, regular cinnamon, cardamom (if using green pods, double the amount), cloves, and star anise.
3. Simmer for 10-15 minutes to infuse the spices.
4. Remove from heat and stir in vanilla extract and allspice dram.
5. Let cool, then strain out the spices.
6. Store chilled.
